Scheme has a negative connotation, generally indicating that it is not entirely on the level or there is some inherent flaw in the idea. If you are looking for a word that does not have the negative connotation but means approximately the same thing, then replacing scheme with strategy would be appropriate. Scheme gives the idea that the plan doesn't work. Strategy gives the opposite idea and indicates that you are taking a more positive approach to the subject.

Sounds like you're examining some wacky "scheme" that doesn't actually work to save student's money.
