Buy McDonalds (the restaurant not the food) and insist that the food be eaten inside the building.
Catch a litterbug and break all the fingers on his/her left hand. That way he can use the crippled hand to hold the bag and the good hand to pick up trash as he is working off his community service time.
Shaming people always makes more sense to me than anything else, it costs less, there is no possible way it could be less effective than trying to catch and punish all the creepazoids.
Education is always good.
Take pictures of the offenders and publish them at his work or church or social club.
For a couple of really cool blogs (i think so at least) go to brotherjonah.biz, and click on the Recycling link and the Health link. anybody has my permission to use it and publish it far and wide.

Put a recycle bin where people litter the most.
Put a sign that says "Fine $500 for littering."
Put a sign that says "Surveilence camaras at work. NO LITTERING. $500 Fine."
When someone litters, give them a smile and pick up their trash. After you do that for about a month, if the guy has any dignity, he will feel ashamed for making you clean it up and will stop littering. (I don't recommand this method, because sometimes some shameless people just dont understand.)

I would suggest educating, but if you're talking about the masses, then I suggest placing more trash cans all over the place. Make the trash cans accessible and more importantly, visible. ^_^ Fine works perfectly fine in my country. [Excuse the pun. -_-;] Offenders can be ordered to do charity work for a day, or become a cleaner for a day, or something like that.

Tell them to take their litter home
A heavy fine if they do drop litter
Have environmental wardens walking around watching for people dropping their litter(they have this in Edinburgh)
Extra bins on streets etc including dog poo ones
Shut all shops down if all else fails so no-one will have any litter to throw away

1. Fine them excessively.
2. Make them pick up trash for a day.
3. Publicly humiliate them.
4. Use a payloader and dump a load of trash in their front yard.
5. Cut off body parts, I think this will work better than anything else!

Probably by paying you what its really worth for your recyclables. Put some sort of machine in places that dispenses money for recyclebles you throw into it.

well there could be a greater fine for doing it - like £1000 even if its a tiny bit of rubbish.
