You would have to trace his parents, and their parents, and their parents.
Then you can start a guess and check technique.
Or you can breed it with another guinea pig that you know the both alleles for, and conclude the possible trait for that guinea pig from the results.

A breeder cannot determine unless he have breeded its parents to get him! and if the partents of that guinea pig has the rough coat, and he breeds it with a guinea pig with a rough coat, then there would be a possiblity either 1/4 or 1/2 that their babies would have that!

cross the rough coated guinea pig with another guinea pig with the homozygous recessive trait.
if the offspring are all rough coated, then this guinea pig is homozygous dominant.
if the offspring consists of a mixture of rough-coat and "smooth"-coat, this guinea pig is heterozygous dominant..

Mate the guinea pig with another rough coat that one knows the genotype of, or mate with sibling that has rough coat. Look at ratios of offspring to determine genotype. Need to know if rough is recessive or dominant, and know typical patterns of inheritance.
Rr x Rr = 25% recessive, 75% dominant
RR x Rr = 100% dominant
