I think it has mostly to do with one's environment and upbringing, but it's possible that genetics play some part in it as well. If I remember right they think they've discovered a "crime gene", but I haven't heard much about it. It is however the people around us who teach us the difference between right and wrong and we learn rules, morals and behavior from the environment we are exposed to, so the way we are raised has a lot to do with how good/bad we become. Probably much more than any genetic factors.

Personally I don't think genetics has anything to do with it, more along the lines of conscience and moral ethics and values. I mean we are all taught right from wrong weather at home, school or life itself.
