The simple answer for why this occurs is that our outer layer of skin (the epidermis) absorbs a little bit of water when we soak too long in the tub. Voila! Old lady flesh!
The skin on the feet and hands are thicker than the skin on the rest of the body and therefore makes any changes more noticeable. As the epidermis expands, the later below it, the dermis, does not swell, so the epidermis buckles in areas. Lovely, right?

The skin cells there are normally a little tougher in those areas
and when water gets absorbed into the 2nd,3rd,4,5th layers of
skin, it causes the skin to sort of swell.
And the reason it looks all wrinkly is because the cells absorb uneven amounts in different areas,causing some places to be more puffy than others.Thus giving you a you a prunish appearence on your fingers and toes.

"A thick layer of epidermis covers all of your body to boot factors at the same time with hands and feet. once you sit down in water for lengthy sessions of time, your epidermis will take up the water and amplify. yet because your hands and feet haven't got this skinny epidermis, it doesn't have room to amplify. It only wrinkles up, like a prune."

I guess our extremeties are prone to being pruned since the skins are much more thinner and less 'muscles' than any of our body parts.
