The second answer already told you how to disable the Control Panel (except that it's "Administrative Templates" - not "Administrative Settings").
To hide the "Run" option from the Start menu, do the following. Open the Control Panel and double-click on the "Taskbar and Start Menu" applet. Once the applet is started, click on the "Start Menu" tab, then on the "Customize" button on this tab. Make sure that the checkbox labeled "Display Run" is *not* checked and click the OK buttons to close the dialog and the applet respectively.
Note that the above will only remove the "Run" item from the Start menu. It will not prevent the user from running programs from the command prompt, for instance. It is possible to disable the command prompt too (again with a local policy from gpedit.msc) but the user can use third-party shells to run programs. Finally, it is possible to lock down the user and allow them to run only a list of allowed programs (again with a policy) - but you better don't do that, because you might mess up badly and lock yourself out of the computer.

I dont think you can deactivate them completely, but I am nearly sure if you are running XP you can make a user name (with password), or a guest account, and disable some of the features (hence removing the control panel and run).
I use XP at home, but have NT here in the office, so I cant check exactly the directions for you. I hope this helps
Oh ya, and make sure you properly password your account (the one with the run and control panel)

To disable the Control Panel in Windows XP:
Click Start and click Run.
Type gpedit.msc and click OK.
Within the Group Policy Editor, expand the following: User Configuration | Administrative Settings | Control Panel.
In the details pane, double click Prohibit access to the Control Panel.
Click Enabled and click OK.
