There is the website for Internet Crime Complaint Center. I hope it become useful for you. Plus you can always file a police report with the copy of the e-mails sent to you too.

Use an IP to location mapper like this:
http://www.networldmap.com/TryIt.htm?GetLocation
Type in the IP to get a location (including latitude and longitude coordinates and a zip code).

Then:
1)
Check the IP's of several mail sites by pinging them IE run cmd under windows start bar->run then type ping mail.yahoo.com, ping gmail.com, etc. and see if any of those addresses match the sender's IP.
If the site the messages are sent from appears to be the location of a major mail site (IE yahoo's mail site, mail.yahoo.com), simply contact the mail site directly with the IP information.
2)
Find internet providers in the area serving the same zip code area as the harrasser's IP and try calling them and asking if they have a user with the following IP, and if so that the user is sending harrassing e-mails to you IP (give them your IP so they can see for themselves).

In either case of #1 or #2 ask them to contact you with additional information about the harrasser's activity (including harrassment to other users)....

Then, when you have your case strong with lots of information, send it to the police (as another answerer suggested). Coming with this much information will most likely give you a much stronger case and much quicker response then simply firing a complaint.

what exactly is he OR SHE saying?? theres a way they can be tracked down by simply having their IP #
