I got a speeding ticket but the court is in another state. Cant I just call and see if I can get the ticket lowered or see if i can go to traffic school to get my points lowered or something instead of wasting my time driving all the way over there just to probably be found guilty and pay more money? And do I have a defense if I tell the judge that the guy right in front of me didnt have a rear license plate But the cop got me most likely just because he saw I wasn't from WI?

First of all a speeding ticket in another state most likely wont have any effect on you in your state. Although it probably will in regard to your auto insurance rates.

I would call them and see if you can just mail in your fine.

And saying someone else was committing a crime isn't a defense no. It won't excuse you from speeding. It may not have been fair or logical to pull you over .. but he did.

If you are going to try and enter into any kind of bargaining you have to do it in court or with the prosecuting attorney for the traffic court. And they definitely won't do that over the phone.

Based just on what you said, I would just pay it and move on.

Courts do not discuss nor are they going to get a Judge to sit on the phone and barter your points with you. If you want to have your say and your day in court, you must appear in person. For most Judges there is no 'excuse' for speeding. There is simply no good reason. I would be willing to bet you're wasting your time. I'd pay the fine and learn the lesson here before you wind up hurting yourself or others. Please drive safely.
