To eliminate racism anywhere you'll have to make everyone look, act, and believe the same without any variations. Anyone who is different in anyway will not be liked by someone else.

There isn't much racism in the UK. Young people are pretty enlightened these days and I believe racism will drop with every generation that passes. Having said that, there will always be a core of people who are racist and I don't believe you can eliminate that. You can't force people to change their beliefs. As long as they don't act on these racist beliefs, I don't see the problem. It's not a perfect solution but I think it's as close as any country will ever get.
