With all the advances in forensics, has science been able to find out which country has the best digits (i.e. numbers)??

India.

The numbers we use now 0, 1, 2, 3 etc. come from India originally. They're much better than other ways of writing numbers such as the Roman method MCXVIII seen on monumental inscriptions or the Egyptian one using lots of little pictures of lotus flowers and tadpoles.
