I am really bothered by this, I live in a townhouse, my next door neighbor has a small dog, I heard them open the balcony door and I heard the dog literally screaming and then they closed the door and the dog stopped barking, they were laughing. I have NEVER heard a dog scream before. I am really upset about this, I am not sure what they were doing but that scream is bothering me. Should I notify animal control or should I just monitor this and see if this behavior happens again ???

i had an adopted dog that had previously learned to squeal for drama points much like little girls learn to shed tears to get daddy to buy them things. unless you know the whole story you might be missing a big part of the picture. you could try bringing it up in polite conversation -- like i couldn't help but hear your puppy last night -- for a little guy/girl its got some lungs -- something of that nature -- maybe they have an explanation and maybe they don't. animal control usually doesn't investigate unless there are noticable signs of abuse that extend outside the home. they don't usually enter peoples homes to investigate unless its obvious something is going on inside like a cat lady with 100 cats in substandard conditions.

I would call animal control to check the situation just in case they are really abusing the dog. I wouldn't take a chance waiting. I believe that you can call and they cannot give your name out to other people

i think just wait if that happened again cus maybe the dog screamed because he was afraid frm something was on him

or one of the family memebrs pain that dog by mistake of anyother reason that that may happened accedently

but if that happened again you have to call animal control

I'd call animal control. I don't tolerate ANY form of animal cruelty - not even a "once off".

Blow the whistle - don't let them get away with it a second (or who knows how many-eth) time!

i would make anonymous phone call to the local animal control and tell them of your concerns.
if abuse is suspected whether it be animal or human, it is best err on the side of caution.

i would wait and see just monitor them, and if u see anything strange or anything or hear anything again notfify animal control or you can always ask ur neighbours about wat happened or go see if the dog is ok

has it been very long?
if it is,i would advise u to report it.....it could be that the dog is sick(mayb afraid of light or smt) or mayb is the owner...
who knows..?
