A software based firewall is only as safe as the operating system. The best is a hardware firewall. But since you are asking about software ones I would have to say Zone Alarm or Black Ice.

There's no best one out there. The well known ones such as Norton & McAfee are good enough for normal users like us. The free one that I would recommend is ZoneAlarm. If you're just looking for the most basic, Window's built-in firewall would do.

An excellent free and very strong firewall is Comodo Personal Firewall. It can pass firewall "leak tests" that even most of the "paid-for" firewalls cannot pass.

Or if you prefer a good and free firewall that is extremely easy on using your computer's system resources, then Kerio 2.1.5 is just about the lightest firewall there is. Uses about 4 MB RAM on my machine.
