According to the online application and job description, you should be board certified within 18 months.

A tech license comes from the state. In IL, as soon as its processed, it's listed on the website. You can then work as a pharm tech. You'll receive the paper license a little after that.
Certification is done through another group and not from the state. In most states, you do not need to be certified.
