It needs to be exposed to trace amounts of water to begin hardening, something that it isn't exposed to when sealed inside the tube. Regular glue works in a similar fashion, where the hardening process, which is what actually makes glue stick, doesn't begin until it starts to dry.

Dreamweaver your answer was dumb. Super glue does stick to metal. I have superglue in plastic containers. You need the air to allow it to harden.

I think this was on the news the other day! They said that it's supposed to work after it is exposed to the air.... so there you go.
