My tool bar and start menu are vertically in the right side of my screen, how do I set it back to be horizontally on the bottom of the screen?

here is a quick way. RIGHT click your mouse on the task bar so a little window pops up. Then where it says "lock taskbar" if there is a check mark there click it, if there isnt a check mark then dont touch it.
Then just LEFT click your mouse over the taskbar and DRAG it to where you want. Then right click again and select "lock taskbar" to lock it in place.

Just drag on toolbar through mouse and put it which side u want to put your tool bar.if down then take it and leave the mouse.

well,I think you might try this way ,

check your toolbar with right click to make sure it isn't locked(the mouse arrow should point at toolbar at the same time)

the next drag toolbar with left-key to the bottom of PC

if you prefer this style ,then don't forget to lock it (it's the same as 1st step)

right click on it,go to roperties,uncheck "lock the toolbar"if it is checked..Left click on the tool back hold the button and move the cursor to the bottom of screen..

right click on the toolbar and there should be an option there for yo to change it,
