some people said that they have changed the law or something like that ?

You can still get a license at 16 but but there are some restrictions.

I'm not sure if the law has actually changed or if it will change depending on what year you were born, but I know I was eligible to get my license at age 16 since I was born in 1989. My cousin was born in 1990 and he got his license last November.

15.5 Years (Learner's Permit upon completion of classroom and registration of behind the wheel classes of driver's education), 16 years restricted license.

i think the soonest is 16 and a half
