It is not normal for the ABS light to be on.

More info on the vehicle would be good because there are several ABS systems available on that car, and varying levels of computer integration can be present. Those years were the infancy of "multiplexing" for computer-controlled cars, and what you have may be a good indicator of what is wrong.

Those of us in the business call them "pattern failures".

the light will only stay on for a couple of seconds when starting the car . if it stays on there is something wrong with the system.

No that means that some thing isn't right with the brakes.
