it over heats when idling, the heat isnt coming through when i turn it on, the radiator isnt draining anything although its full of coolant and the tension pulley is starting to go bad, so what is the source of the whining?

your water pump is not working. for one of 3 reasons the pulley to the pump is not spinning:
1. possibly the water pump pulley is ceasing up.
2. the belt to the water pump is worn out.
3. the tensioner is worn out

all 3 will cause a whining

if it's the tensioner then the problem is caused by the belt not being tight enough to spin the water pump pulley.

if it's the pulley seizing up you'll the belt will rotate but the pulley will not

i'd suggest check the tensioner with the engine off grab the tension pulley and try to move it if it moves easy or doesn't spring back then it is faulty

the whine will be the tensioner bearing and the over heating will be either a blocked radiator or the water pump is seized. it could also be the water pump bearing that could be causeing the noise

dont listen to a girl for good reasons if it overheats when idoling a relay is getting held up or the computer is shorted for that one circuit common on some early 80 gm and the whining is a good bet that the power stearing is going out or low on fluid

You have a blockage somewhere in your cooling system. The whining is coming from the alternator. Both are unrelated.

Check the water pump.
