There is a nutty representative (democrat) from NY named Rangel who has been proposing a draft every year since during the Clinton administration. Actually, not a draft exactly but a mandatory service period for all young people (men and women) like they have in France, Australia, Switzerland, Israel, etc. Since the Iraq war started, he has presented this legislation every year (as he did before the war) but now since it is war time a few people are paying attention and they send out alarms to scare people that draft legislation is being considered. This is probably the source of the rumor you have heard.

Rangel's "draft" has nothing to do with the war, and actually he thinks it will help make politicians more reluctant to start wars. So Iran has nothing to do with his bill. There is no other legislation right now that is proposing a draft or anything like it.

You are right though that we don't really have the force to go to war with Iran. I imagine that if it comes to that, the US will either try to fund other militaries around the world (Israel, for example), or else they will let Iraqi factions attack Iran for them and play the two off against each other (like in the 80s) in order to contain the problem. I don't think there will be a draft since it would be political suicide for whoever passes it.

Charlie Rangel has repeatedly pushed for the draft over the years, but the rest of the surrender monkeys are not interested because teh President can do whatever he wants in 90 days no matter what Congress does or doesn't do. We would never invade and occupy Iran because it is simply too big and it's too expected, and there is hope the people there realize the nutjob is willing to get most of them killed for his own glory and hopefully there will be a change before conflict is neccesary. Once they become a nuclear power, which may be inevitable at this point, the willingness to use WMDs makes conventional ground forces less likely, in fact a complete withdrawal from the region would be a better first move for us in such warfare. What could throw a monkey wrench in my theory is if the whole "axis of evil" attacks the US and our intrests globally at the same time, but it's unlikely they will draft raw recruits and have them trained and in the field in time to fight, they would recall all previously trained and experienced people first. You have to remember how the military was gutted during the Clinton years, bases closed and converted to domestic uses, equipment cannibalized for parts or scrapped and new purchases denied. Yes, denied by some of the very same people who have since been screaming the troops were deployed to Iraq and Afghanistan ill-equipped. Drilling a local millitia on the village green with sticks for guns like they did two centuries ago is about as close as we have for readiness for a mass draft. But the fact is we no longer have the domestic industrial capacity to fight a prolonged war as we did in WW1 and WW2, we are relying on technology, which won't require a huge army increase. But a compulsory basic training/ROTC program for at least a semester in every publically funded college woudl be a good idea, ASAP.

You'll need a draft, you don't have enough soldiers left. They're all in Iraqnam at the moment, bogged down in the middle of the civil war they created.

We DON'T have any such mad scheme in Australia - we'd never put up with that crap. If the government want to fight a war they can go themselves. We will not tolerate a draft here in Australia.
