Yes. There are factors under which you cannot be refused fair housing; such as sex, race, religion, marital status. Your criminal record is not one of them. It is best to not live where you are just going to have problems. Find someplace else.

The apartment manager wants to rent to people who are responsible and mature. A criminal record, however minor, indicates the opposite. Have you thought of not harrassing people?

yes. they are under no obligation to rent to you, even if it was for a traffic ticket. they just have to apply the rule to everyone with that kind of offense, they cannot single you out.
