Don't know. What you need to do is call your cell phone company and find out two things:
1. Do they have an international roaming service.
2. Is your phone a world phone. (compatible with international service)

If the answer to both is yes, you need to have them turn on the international roaming on your plan. Remember though, int'l roaming is EXPENSIVE! I found that out the hard way, lol.

Well - I took my bell solo phone and there was no reception - But I used it for an alarm clock.

Rogers has different technology though and has a partnership with AT&T so maybe.

I know that's not much of an answer but hopefully someone else can give you a difinative yes or no.
