If you are a legal adult (18+), then immediately. If not, the DMV has the answers you need:

But the short answer to your question (if you are a minor) is ONE YEAR.

Unless you are supervised by a licensed parent, guardian, or other licensed driver 25 years of age or older, or a certified driving instructor, you are not permitted for one year to:
1) Transport anyone under 20 years of age
2) Drive between 11 p.m. and 5 a.m. (with some exceptions)

If your license if probational, which it is if you are a minor, then six months. If your license is not probabtional, then you can drive minors around immediatly (18+).
