Photosynthesis occurs in the aboveground parts of onions and potatoes: leaves of onions and leaves/stems of potatoes.

Storing starches underground protects the plant's food stores from animals that are looking for food. It's just a bit harder for these consumers to get to the plant's food. Also, the onion is a biennial -- the second year plant will use the stored food to grow. Potatoes are tubers which are specialized underground stems. The eyes on the potatoes are buds that can grow the next year if they are left in place -- the starch in the potato gives it food to start growing.
