If you are a kid with parents in business or diplomacy, then I suppose you will find lots to like. As an adult, fending for myself there (multiple visits) I found it to be pretty tough turf. It is extremely crowded and hot and dirty and a large percentage of the people are poor. Traffic is incredibly bad. To enter many buildings, such as banks or hotels, you have to go through a screening like they do at airports. Because of the poverty, people struggle to make a living any way they can, and this includes pinching whatever they can off obvious foreigners.

What You heard it "basically" correct. You are talking about a poor country in the throes of social unrest. Don't be too critical of the residents until You actually get there and come to understand what They are living through each and every day of Their lives.
