Yes, I would recommend owning the land. Run the property lines as close as you can without crossing them even subsurface. Another thing that keeps the neighbors happy is talking to them so they know where you are running the fence.
I am not sure if this service is available in your area, but call 1-800-MISS-DIG (647-7344) to let you know where the underground wires are. I am sure there is a service like this in your area.

That would help. Or, if its rental property have the owner's permission. Just be sure to put the poles on your side of the fence and not the neighbor's or the neighbor can say its their fence.
