there they can check the account and make sure the moneys there
otherwise no one is gonna cash a personal cheque unless they know it's good

Almost any gas station can do it, or you can go places where they offer cash advance loans and stuff and they usually cash checks as long as you have a valid ID.

Go to the bank the check is drawn on. You'll pay a fee but it's worth it to get your money.
