Isn't congress the opposite of progress?

Actually, the answer is quite interesting...

The modern English word "congress" basically means "come together", it came from the Latin word congressus [derived from the root word "congradi" to come together, from com- (to join, or to combine) + gradi (to go)]

So , "con-gress" means "come-together" or "go together"

"Progress" is easier... A lot of people nowadays think the word "pro-" equates with the word "good", when it really means forward. Pro+gress=moving forward. [The root word progredi means "to go forth", from (pro- forward) + gradi (to go)]

Most definitely. Congress is the least efficient political machine in the history of man. And the most convoluted unnecessarily large one at that.

No , I think your word origins are off , but really funny.
Con means with and I think it is related to to congregate.
The opposite of progress is regress.
