You could write 'B'. This is a correct way of doing it.
'A' is wrong because it is not correct in English to change the spelling of a person's name. That is what you are doing by adding an 'e'.
Another way of doing it is to say "The Riggs's dog..."
This is seen by some linguists as being more logically correct. (Michael Swan I think supports this form).
BTW some other minor corrections to help you:
'Grammar' is the correct spelling, not "grammer"
"riggs" needs a capital letter.
you need a space after the comma following "Nathan" and before "would".

OK, most people here are wrong. Let us consider a family named "Smith". When we speak of them, we call the Smith family the Smiths not the Smith. We use a plural
The family name is Riggs. We speak of the Riggs family but the Riggses. We use the plural form just as we did with the Smiths.
When we want to talk about family possessions, we use the apostrophe just as we would with any other plural:
The Smiths' dog
The Riggses' dog.
A is correct.
