GTA San Andreas. I've had the game since late last year and I'm still on it. There is so much to do on this game. I suggest you get the game guide too so you can find all the "Tag" locations. That's where you go and tag different gang turfs.
I still love GTA3 it's awesome for beginners.
You still need the game guide for them because you really need to know locations of packages, rampages, and when missions to do like the fire missions, vigilante and ambulance so you can have infinite sprinting ability. He gets out of breath really fast. If you do the ambulance mission he'll never run out of breath.

development almost likely games model..
after it i get crazy with rockstar.....
