i deleted the files the started with $ in the C:/WINDOWS/....should i have not done that?"

It's ok. Those are old files that are no longer needed. If you still have them, you can clean them out of your recycle bin :)

To make the long answer short, you should have not done that. If it is still in your Recycle Bin, then restore it.

If you have deleted it, you might not see much of a difference, but it will start to effect your computer sooner or later.

Files that starts with $ is a part of the computer's programming string... This can effect the way computer handles information such as programs and operation system. You might be able to recover it (not granatied) by doing a SYSTEM RESTORE. It is located (on most PC's)

start - all programs - accessories - system tools - system restore.

This brings back everything in the C: directory (even the deleted ones).

anything in windows or program files, you dont want to mess with too much. i know from the hard way about that, i did the same thing and my pc shut down ,so just be careful what you delete, and make sure that when you do, delete anything, make a copy first, so if its major or important to your system, you can reload it.

Yes you can because they are system volume files. Try rebooting completely with a complete shut down.
