An observation is generally an objective comment; the person making it does not wish to epress a personal opinion on the subject but merely makes an observation regarding it. An observation can help the person making it create a better image of the conversation subject in his/her mind or help the person speaking (if a person tells a story and another who know it as well simply adds a comment only to help the storyteller retain his stream of thought).
An opinion on the other hand is a completely subjective statement. It reflects the speaker's personal views and thoughts. An observation contains little or no emotion, while an opinion can be emotionally charged. A person expressing his/her opinion is prepared to engage in conversation and probably has a certain frame of ideas and thoughts to back up his opinion.
For example If I were to make an observation regarding your question I would say that "Interesting question". This statement is rather neutral as it is simply a formal way of adressing things. There is no need for someone to adress me with a comment on my "Interesting question" comment.
If, however, I were to say "That was a great question" or "LoL man that question sucked" I would definetely expressing an opinion. Someone might agree or disagree with me and follow my comment through to a small conversation like "Yes indeed, it was a nice question. It has really made me thinking". or "Yeah man. I mean who cares anyway".
I hope I helped :)

OBSERVATION is what you see and notice yourself and OPINION is the FINA IDEA formed by your notice and seeing a particulars thing or act-

Observation is an activity of a sapient or sentient living being, which senses and assimiliates the knowledge of a phenomenon in its framework of previous knowledge and ideas.

An opinion is a person's ideas and thoughts towards something. It is an assessment, judgment or evaluation of something. An opinion is not a fact, because opinions are either not falsifiable, or the opinion has not been proven or verified.-

Opion is what you think about an observation. An observation is a fact of something that happened. Example you can observe someone eating and your opinion of that observation would be that the person likes what he/she is eating but that is not necessarily true. The only thruth is that the person was eating because you observed it.
