The public property can be saved from misused by among others:
1)tight internal control from the concerned agency with periodically checking on the spot and repot to the head of the agency
2)society control by reporting the occurred misused directly to the head of concerned agency and publicized it in the news paper
3)The concerned agency should made a written regulation and diseminated to the public what should be done by the officers of the agency with its punishment and what can be done by the public who happened to know the misused.

public property can be saved from misuse basically by making the public aware that its their own money which has gone into purchasing & maintaining these facilities. our public is uneducated about it & thats why our public property is being misused inspite of all efforts of the government to keep things in ship shape.
