It helps if you add zeros so they all come out to the same decimal place and then eliminate the decimal so you can think of them in terms of hundreds:
7.10, 7.03, 7.00, 7.01, 7.30
710, 703, 700, 701, 730
Then simply put them in order and you have your answer:
700, 701, 703, 710, 730
So, with the decimal it would be:
7.00, 7.01, 7.03, 7.10, 7.30
Or in their original form:
7, 7.01, 7.03, 7.1, 7.3

Try thinking of them as fractions.
7.1 or 7 1/10
7.3 or 7 3/100
7 or 7
7.01 or 7 1/100
7.3 or 7 3/10
This is what the decimals represent, a fraction or a percent of something. Here's a pattern you can learn...
7.1 or 7 1/10
7.01 or 7 1/100
7.001 or 7 1/1,000
7.0001 or 7 1/10,000
7.00001 or 7 1/100,000
and so on...
or another example
7.2 or 7 2/10
7.02 or 7 2/100
7.002 or 7 2/1,000
7.0002 or 7 2/10,000
7.00002 or 7 2/100,000
and so on...
I hope this makes sense.. It was just sort of the way I thought of it. I would think "7.032 or 7 and 32 out of 100..."

These really aren't that hard. You should be doing them yourself. Add a zero to the ones with 2 digits so they all have 3 digits (like 7.1 to 7.10.. Add 2 zeros to the one with 1 digit (7=7.00) then just put them in numerical order.
