Yes they are. I am fully convinced Bush is going to 'stay his course' until he leaves office. He is going to pass defeat and/or alterations of his course to the next guy.

yes, but not just stalling they want desperately to set up a successful oil puppet government...but the whole thing is literally being blow up in their lying faces.

Well you can blame the military contracts on President Clinton, as he introduced a Reduction in Force (RIF) while in office. All the jobs that were being done by the military then became the jobs of contractors.

2) They are not stalling. They are doing what they think is best for the country.

Haliburton is one of a very few companies that can do the jobs they do. Cheney sold his stake in it when he ran for VP
