I had a question about applying for jobs, specifically related to cover letters. Is this mandatory, and should it be included with the resume or presented at a later time in the application process? This is my first time applying for a serious job, so I want to do it right.

You should do the cover letter with your resume, it looks more professional when mailing a resume, or dropping one off. If you have Microsoft works/word there are templates you can use to make it easier to type. Good Luck!

Whether or not a cover letter is mandatory will vary GREATLY throughout the business world. One company may insist on a cover letter regardless of position, whereas another may not care. If you are applying for a mid to high level position, I would certainly recommend that you send a cover letter with your resume...mailed, faxed, or other. If this is an entry level position, I would only spend the time to do a cover letter if the advertisement says it is mandatory.

Usually if they want a cover letter, it will be stated in the advertisement (if it was advertised). If you are randomly sending in an application to a company that wasn't advertising a position, then why not? It'll get their attention. Then call them after a week or two just to check up.
