The Bengals have a lot of positive things going in their direction...
First, they have 3 Wide Receivers (Chris Henry, T.J. Houshmandzadeh, and Chad Johnson) that are #1 receivers when most teams have only one.....They are all young!!
Second, the NFL is a young Coaches and Player's League....Their coach, Marvin Lewis, was an Assistant coach of the Steelers previously. If you look at the Profile of past (and present....Ken Wisenhunt) Assistant Coaches for the Steelers from the last 10 years, you will find that many became Head Coaches....
Third, Carson Palmer is a young Pro-Bowler who is the best QB in the AFC North Division and one of the Top in the whole NFL.....
Fourth, the Bengals have a young and opportunistic Defense (Tory James, Deltha O'Neal, Madieu Williams, Odell Thurman, and Robert Geathers), that will take time and more players before they become one of the Best in the NFL.....
Fifth, the Bengals have one of the best Power Running Backs in the NFL, Rudi Johnson, that will wear down a defense.....All they need is a Speed Back like a Willie Parker to break long runs of 50 to 75 yards on one carry.....In the NEW NFL, you need two types of Backs (Power & Speed)
Lastly, the NFL runs in cycles.....There is a small window of opportunity for good teams in the NFL....you can go from a record of 6 and 10 to 10 and 6 in one year and go to the Superbowl.....
The problems with the Steelers are: A regressed Offensive Line, a retired Head Coach, Assistant Coaches leaving for other Head Coaching positions in the NFL, a weak Secondary, weak Outside Linebacking, weak Special Teams, the lack of a number #1 Receiver, and the lack of a Powerback.....The Steelers I feel had a 2-year Window of Opportunity which started when Big Ben was a Rookie....It may have closed during this past season.
In conclusion, with all the info above, you can only deduce that Cincy is due for a possible Superbowl

Bengals, honestly, I still like the browns because im from the Cleveland area. That means that the Steelers are my arch rivals. And the Bengals are my third favorite team. I think the Bengals should have gone to the playoffs. There were many mistakes in the season.

BENGALS!!! They have Carson Palmer, one of the top 3 qbs in the NFL. They have Chad, TJ, and Chris, the best three wide receivers playing together on any team. All they need is some tweaking on defense, and they will have a great year next year.
The Steelers have Big Ben, who is not very good. They just lost their coach, and they are about to go into a rebuilding phase IMO. They will not contend again for a few years.

STEELERS. Lets look at how many superbowls each team has. Oh look the steelers have 5 out of 40, thats 1/8 of all of the superbowls. OK lets see how many the bengals have, whats this 0??? thats right the bengals are the Steelers toilet paper.

Bengals, only because i see very little future for the Steelers. everyone seems to be aging really fast on that team and Bengals have a young Chad Johnson, Housmanzadah(i know i spelled it wrong but i made an attempt), Palmer. O'neal is in his prime. only Rudi Johnson is getting old and that can be fixed by a draft.
steelers on top of that don't have Cowher anymore who really had a direction for the team and now it went with him and the next guy has to try to figure out what he was doing and get them back on track

bengals all the way. because they have the ocho cinco who is the most entertaining and fun to watch receiver in the nfl. but he obviously isnt the best. bengals have the better looking jerseys and the better QB. Ben isnt even smart enough to wear a helmet on a motorcycle for christ sakes. and those yellow hankerchiefs are very annoying.
