Are the following always, sometimes, or never similar?
1. Two congruent pentagons
2. A parallelogram and a trapezoid

I think the answers are Always and Never, respectively. Am I right? Also, I don't understand what this question is asking:

If (x+2)/8 = 5/10, then (x+7)/18 = ?? Am I supposed to solve for "x" and plug it in or something?

You are correct. Two congruent pentagons are ALWAYS similar, and a parallelogram and a trapezoid are NEVER similar.

Yes. You need to solve for x using the first equation, and then plug in the x value into the second equation.
