It is describing something that is useless. As in "why would an Eskimo need an icebox when he lives in a frozen world"?

It means doing something is unnecessary.

It is used when the person receiving the action does not need it because they already have the received benefit.

For example, trying to teach Einstein about physics would be like "giving an icebox to an eskimo".

2 other sayings with the same meaning are:

a) like sending coal to Newcastle
) don't teach your granny to suck eggs.

It means giving something to someone who has no use for it. Like giving a comb to a bald man, or giving a winter jacket to someone who lives in Florida.
