There is 1 1/2 inch PVC as a breather for my upstairs bathroom. It is on the outside wall and when it is cold outside and the hot water is turned on we can hear a dripping sound in the wall. I hve replaced all of the piping and there is no leak but it still makes that noise. what can I do to stop the noise??

The short answer is you can't. It's condensation from the hot water dripping back in the pipes. About the only thing you can do is insulate the pipes. The insulation will do two things, it will cut down on the noise and protect the pipe from the cold air. It should reduce the noise. These things are going to happen no matter what you do. The insulation should cut down on it a bit.

Sounds more like cheap paint?? though paint does not dissolve once it is dry so it is queer. Ask the apartment manager to have a look. You got a weird one. I would like to know as well. Just having the window open(if it is in the bathroom)usually is sufficient. Leave the bathroom door open as well should help dry out the walls fast. Still , it is strange kind of problem.
