Two lines are perpendicular when the slopes are m and -1/m
so...
y = -2 has zero slope or flat-line
y = -1/2x - 4 has a -1/2 slope
y - 4 = 2(x+3) rearranged y - 4 = 2x + 6 or y = 2x + 10
the slope is 2
y = -2x the slope is -2

Sooo
y=-1/2x - 4 AND y - 4 = 2(x+3) are perpendicular
