Anthropology doesn't have the answer to that question. Maybe you wanted to post this in a forum that isn't dominated by secularists and evolution?
Anyway. The view that God is (a) neutral, and (b) the creator or the creative impulse behind the universe is called "deism". Deists can be members of any religion, or they can be devoted secularists. It is the idea that God created the world and then left it on its own. Christian deists don't talk about God being perfectly good. They tend to think that God isn't subject to moral judgements, because God is not a person - God is something far greater than any person can imagination.
Therefore, what is good is really a matter of what humans do with the world; human difference has no inherent meaning. And that's the problem many believers have with deism. It assumes an all powerful God that enacted creation, but it doesn't allow that God is actually responsible for it. To an extreme deist, God doesn't even have a plan, God doesn't even "care" in the way that a human would. For many people, believing in a God who doesn't care would defeat the whole purpose of believing in a God at all . . .
I hope this helps. If you believe that God is (a) in some way "neutral", but that (b) God made difference, then that implies . . .
1 - God made difference without regard to how we humans would use it. In other words God gives precedence to our Free Will over any plan, or that there is no plan.

2 - God doesn't know that we're different. God isn't a personal being, God is no more capable of noticing difference than we are of seeing creation in its totality.
or
3 - God didn't actively create difference at all. Either there is no God, or difference is the result of something other than God.

a god's role has everything to do with anthropology. One of the few universal qualities that we have been able to understand among humans is our need for religion. Anthropology defines religion as any ritual that divines explanation to a supernatural force/s, or being/s. Religion is an institution that has many direct and indirect effects on all of a society's other institutions like work, family, education, economy, and politics. For example, racist rhetoric at its peak in America during the 1950s through the 1970s commonly cited the bible by naming Africans as the children of Ham. These people were not biological determinists, so by no means were they scientific racists, but drew the line of bigotry with a religious stick. There are an infinite number of examples of how gods (religion) play roles in social or economic inequalities. First ask yourself a few starter questions to get a more specific answer.
What type of inequality am I trying to unveil?
What is the degree of inequality?
What are some key cultural differences among the two or more inequal groups?
Is there any connection between these systems of inequality and those groups' religions. ie: Is there a separation between church and state in America?
Your question is a very intelligent and inquisitive one. Your curiosity is pure and with an objective mind, you can find your own answer.

How unjustified that question is when you realize that everyone falls short of His glory because we are seperated from God.
No matter how rich you might get, or poor I may be, or smart, dumb, unfortunate, lucky, or famous you may get, nothing could change the fact that I am a child of God. And in my opinion, that is no small authority.
This authority overshadows even my standards, my limitations, and my thoughts. If you really feel that you know who God is, could you understand that the reason human beings are in suffering is a result of sin?
I'm saying that the fundamental problem is not economic, social, or racial- it is the problem that mankind has become ignorant of and not seen that we are slaves without even knowing why.
It is the problem of sin, original sin of Adam and Eve and yet, if anyone believes and accepts in the way, the truth, and the life who is Christ then we are free from these standards and see His plan for us
Is this world dying because of these petty differences?
No. All people are oppressed by problems and they seek for answers in superstitions and religions. But how would you know if you only blamed God.

God doesn't create differences among humans. Race, wealth, social status are irrelevant on the spiritual plain. It's not where or how we are born, it's what we do with our lives that counts.

Metaphysics teaches us that we each choose our own parents, race, social status, etc.....before comming here.
I don't know if I believe this or not, but I have given it lots of thought. It seems to me that there is a reason for everything, whether or not we understand what it is, exactly......

What makes you say that God "creates" these differences? These differences were made by man. God didn't create "wealth" and distribute it, people did.
