A flare is a brief and powerful brightening in one area of the Sun. A coronal loop is just some glowing gas trapped in a magnetic field line outside the photosphere, but they do seem to appear after a flare.

A solar flare is another name for a coronal mass ejection (CME). The pictures of coronoal loops you see are usually CME's in progress. Are they the same thing? Well they are describing the same phenomenon in different ways I guess.
