Yes you can buy the coating at a mirror & glass store.
You can also get a mirror shop to do it.

Yes, it is possible... but if the mirror is that small, it might be more trouble than the cost of a new mirror... If you check with a mirror store or where they cut glass and mirror, you'll find that they often have leftovers from cutting bigger mirrors and they'll sell you this and install it far easier (and less expensive) than recoating an old mirror.
