someone told me that in the state of NJ, if both parents had joint custody of a child, can the mother take the child to another state and get away with it? Don't the other parent have to go to that other state and file a police report or something? You think doing this would be a kidnap? What do you think?

It is not kidnapping. A parent cannot kidnap their own child. It is custodial interference to move to a place where the other parent cannot excercise his/her rights under the custody agreement.

both parents have to agree....otherwise it is kidnapping.....
