In terms of history, yes, most environmentally friendly Presidents were indeed Republican, in fact it was Republican President Teddy Roosevelt who established the national forests we have today. But as a former Republican myself, I can tell you that, most assuredly, the Democrats care more about the environment today. Some, however, try to exaggerate the issues of the environment in order to assert primacy as the nations leading environmentalists, and subsequently hurt the economy.

Probably the Green Party (which I believe is the second largest 'third party' being behind the Libertarian Party) would be most interested in environmental issues. Though I'm not positive.
One thing to note is that the President in office has very little to do with the laws that get passed. Congress is the legislative body. With the rate at which most bills move through the House and Senate, not to mention all the committees that may review any particular bill, any given law may have been introduced several presidential terms prior to it finally being passed.
However, a law with a lot of support (i.e. lots of money / lobbyists) paying to get it passed can accomplish this in record time.

Both the Democrats and Republicans have pros and cons about the environment. The Republicans have passed a lot of pro environmental but I think they rely on oil to much. Democrats are heavy on researching alternative fuels but the push the Ghettos on to the decent city neighborhoods which causes more people to move to the country because they don's want to put up with that trash, which in turn causes more suburbs to be built and more trees cut down.

No political party "doesn't care" about Environmental Issues. The debate is over costs and benefits. Extremists on both sides are very loud. Pollution in developing countries is much higher than in developed ones (regardless of politics) - the cost of a clean environment in the industrial age is very high.

Don't let the presidents fool you. Instead look at the make-up of the House and Senate. Yes, DDT was banned during Nixon's term, but was that because the research was completed then or because the Democrats had control of Congress?
Also, look at when the reseach was started. It takes years to study the effects of some things like DDT or high-voltage power lines. It could be argued that the party that funded the research studies is the one which is more enviromentally friendly. Just like it could be argued that the party of the elected official who drafted the legislation should be credited.

Did you see the Presidential speech last night? The way he handled the democratic party? The way they received him, and some of his topics about oil, and global warming? I'd have to say they both care about the environment very much. Each one might go about how the problem is handled a little bit differently is all.

Democrats tend to be "free-loaders" in that they support Give-away" things.
If you remember the fable of the ant and the grasshopper, the ant is a Republican while the grasshopper is a Democrat. Check out the past five administrations and you can see it loud and clear.

We are fortunate enought that our country is rich enought to be able to clean up our environment. Look at Mexico City at noon; it is dark. I saw a picture of the Hong Kong harbor....filled with trash in the water and on the shore...
