Currently is Burj al Arab in Dubai, United Arab Emirates, as mentioned by Jack C

soon, the tallest will be Rotana Rose Tower, also in Dubai, next to Burj-al-Arab. Now under construction, completion in 2007

Check out emporis.com, i think it is at Pyongyang Korea, but the building was never completed. So I guess it is Burj Al Arab in Dubai, i think it is 321m tall.
