I'm assuming you're in the US. States handle vehicle and operator licensing/registration. It may be in your state, that is a proposal.
In many states, one can get a license at 16, but cannot have passengers (other than licensed drivers), and can't drive at night etc etc. Once one is 18 then the restrictions are removed and you can drive as you wish.
All in all, not a bad idea.

Its not real yet, however the goverment are questioning approximately raising the age because of the fact maximum of young infants have become killed while utilising, simply by them being distracted by their pal or they're getting dared to do something dangerouse of their automobiles by their acquaintances.

Put this rumor to rest by calling the DMV in your area and ask them. They will tell the truth, too. Each state has different laws concerning this.

Driving ages are determined not by federal, but by state lawmakers. So, it depends on what state you live in.
I live in Washington state, and I know that they are pushing for it; yet I think it's ridiculous. If you can afford insurance, you should be able to drive.
