I wsa notified I was a winner But they wanted me to send them money so they could send it by courier to me. I told them a Money Transfer. They called me back and said that would be fine. I will have to pay for it. Is it a legal lottery

No, it is not legal. If you are not in the UK, the lotteries there (with the single exception of Euromillions) are illegal for you. Euromillions is only legal within the European Union. And if you are the United States or Australia, no foreign lottery anywhere is legal for you.

Furthermore, if the lottery wants you to send them money in order to get your winnings, it IS FRAUD. That's the classic sign of a Nigerian 419 scam.

Lastly, did you enter the lottery? If you didn't enter, you cannot have won a thing.
