I think it can be. Not all paintings are actually artwork, so not all graffiti is. Hope this helps.

When it is done with art intent in a place that it can be displayed for the public to appreciate YES! On the walls, schools, signs, and other places to promote gangs NO!!!
There is nothing artistic about gang graffiti designed to mark territory and ruin the look of our neighborhoods or cities. Dogs do the same thing when they hike their legs, but at least it doesnt ruin the environment we live in. HMM something to think about... But I must say I have seen some graffiti on walls that were designated for it and it was awesome.. There are some great artist out there that don't even know how great they are... too bad..and all with a spray can full of paint..wow :)

Just about anything created by a person can be art.
But lots of graffiti looks like practice to me.
And lots of people that do it don´t do it for "art" reasons, but rather to mark territory or just ruin other people´s property.

i've studied graffiti, and yes it is definitely art...there is a whole discipline that is involved in producing graffiti...fascinating stuff, really. i photograph it and study it all the time, and talk to the artists when i can find them and when they are willing to talk.

Yes, as long as you're not defacing public or private property. A lot of murals use graffiti and I think it is a good way to express yourself.

Absolutely... It is beautiful... To bad the morons doing it don't direct their talent towards a career and doing good. Putting it to good use would be such a welcome in the world !!
