It's part of the mystery. The star that played him had an agreement with Tim Allen not to show his face until the last episode. The show did, and all the characters and the stars who played them were introduced, as a matter of formality; they took a bow.

For the same reason we never saw Norm's wife Vera on Cheers or Miles' first wife Maris on Frazier. It's funny!
